I can really see this card being a real all-star in a deck like Isshin, Two Heavens as One because you can get two triggers and choose different modes or double up on the same one depending on what you need

This artwork looks really solid and its got a pretty insane attack/HP combo for just a basic Pokemon
Your opponents are able to choose to take the least amount of damage, which happens when they apply these addition effects after they apply all the multiplication effects that you have in play
If you have the only artifact in play, playing Manic Vandal might be quite depressing
