Im sure this has some kind of broken Thassa's Oracle possibilities in cEDH, and Im sure youll get better use out of it than your opponent in your Pia Nalaar, Consul of Revival deck, and Im also sure someones gonna use this with Drannith Magistrate to ruin your life, but I dont see this making it in most decks

Any deck that makes proper use of these counters enjoys the monarch because they have a ton of creatures to defend or secure the monarchy
