Picking them up wont break your bank but you are going to have a hard time moving these in quantity, unless theres a severe and unexpected surge.
The restriction doesnt make Keruga wholly unplayable
His mechanic, allowing you to draw up to an opponent's hand size or cheat in a creature when he attacks , isn't a great match for the rest of the deck
Something to keep in mind is that Kardur will force all creatures under your opponent's control to attack if able, even if they entered the battlefield after Kardurs ability is triggered
