It didnt stop creatures already on the battlefield, it came down too late to stop a deck devoted to rushing you with creatures, and it didnt stop token creature generation

Giving your opponent life rarely matters and 1 mana to handle almost any creature is cheap enough that you can weave it into most turns

The main purpose I could see for this commander is in a Krark deck, but in that case, itd be an inclusion, not the commander

This same logic goes for Thalia as well

As long as you hit with that creature, you can copy this spell and cast it again
