I think the main thing this otter commanders missing is haste, but as a 4-drop its not exactly designed to slot into any prowess deck, but for some reason is currently the top of EDHRECs top commanders for Bloomburrow

This Commander allows you to enjoy mind games, landfall value, and sneaky plays

Stopping the opponent from double-spelling is nice, and overall, this is a pretty annoying card to play against (which usually means that its good)

And if you're new, there's really no better set to jump into (that's readily available, at least) than this one

Rekindling Phoenix is as good of a card as it ever was, maybe even better now with less overall exiling effects being played than previously with the Gods leaving the format
