This would represent her speed in-game and serve as a fun nod to Lightning (bolt). It may not seem very powerful, but perhaps she can be flickered or has an ability to flicker herself
Psychic Corrosion is one of the best of these draw-to-mill effects, since it also doesn't target and triggers on each draw
The fact that you are happy to both draw (multiple?) cards due to this having 4 power, and then searching for a dragon card when it dies, makes me think this card is worth including even if you don't do any graveyard shenanigans
This ability is often found on common dual lands and comes in handy in a multicolor deck that is lacking mana to cast for one of its colors
