Blue ramp isn't much of a thing, green cards don't usually counter spells, white has a hard time with straight-up destruction, and red cards dont get clean card draw

Its Station +8 makes it a 6/7 with flying, vigilance, and haste that deals 2 damage to each opponent whenever you sacrifice a land

I think putting this in the command zone decreases the value of the flash ETB ability since you cant surprise an opponent with it, but you can count on Annie to draw cards when it comes into play and attacks
