You gotta love a clean design like this: You get to proliferate once for each spell cast that turn, and being an instant means you can fire it off on an opponents turn to piggyback off their spell count
Theoretically we should be able to keep chaining Engulf the Shore long enough to end the game with Ulamog, but perhaps that is something that will need to be addressed
