This can be a really powerful ability in Commander, especially if your opponents only have one or two key creatures
Even still, I can see this card seeing a fair amount of play as a commander (though it will undoubtedly be overshadowed by splashy newcomers like Aesi, Tyrant of Gyre StraitsAesi, Tyrant of Gyre Straits.) The inherent power level of creating a 3/3 on each upkeep is undeniable, not to mention being able to get use out of said 3/3s outside of combat, but it's also a legend that doesn't say "Do a thing: draw a card" or "Whenever you do a thing, draw a card", and it's a Simic legend that, at least at first glance, doesn't immediately seem to be broken
If one of the two target creatures becomes an illegal target, Run Away Together can still determine its controller only to check whether the other creature is a legal target
