This is a reprint (mostly) of the powerful mass removal spell Plague Wind, which was regularly seen at the multiplayer table for a long time
It is a shame, however, that both the Mewtwo AR and Mew SAR were removed from the Japanese version of 151 to be instead included in the West's Ultra Premium Collection
So as far as strategy goes obviously you'll want to get two energy cards on Wobbuffet before you play it and actually this wouldn't be a bad card to start the beginning of the game with with no energy cards on it, that way you can absorb some weak damage from the defending basic Pokemon and then two turns later do at least 40 damage to that Pokemon and knock it out
To make matters worse, cards in your inventory know what set they came from
