Like most Magic: The Gathering cards, the value of Stamp of Approval depends on a few consistent factors: its rarity, the printing and finish (regular or foil), its physical condition, and the set it was printed in (Unstable)
Typically they are at their best in the mono white tokens build as they can get pumped earlier and be of much more use
Behemoth may cost two more mana than Crucible of Worlds or Ramunap Excavator, but it also blocks all but the biggest creatures
You can even blink Kalonian Twingrove to make more tokens (or use Esika's Chariot)

Another way to assess the power of Force of Will relative to other counterspells is to consider how good it is at each turn of the game and then average those powers (you either need to stop at turn 6 or 7 or apply less weighting to the later turns for this to be an effective way to compare cards however I simply like data in graphical form and this is the most appropriate way to do so for countermagic)
