We don't want blue-red decks to have access to an extra card in every game of Commander for all time (and it's not like it's a color combination that needs the help!) nor have players who don't have access to Lutri get told they "have to" play Lutri
If thats not enough, you can borrow from the Simic Combine with Simic Ascendancy

I assumed that because Sabrinas Haunter already appears three times in the middle position and Mistys Seaking three times in the third position, and there is no reason for these cards to be more common than other ones (for Gym Heroes, the 42 uncommons are expected to appear on the 121 card sheet either 2 or 3 times, i.e
