Even still, I can see this card seeing a fair amount of play as a commander (though it will undoubtedly be overshadowed by splashy newcomers like Aesi, Tyrant of Gyre StraitsAesi, Tyrant of Gyre Straits.) The inherent power level of creating a 3/3 on each upkeep is undeniable, not to mention being able to get use out of said 3/3s outside of combat, but it's also a legend that doesn't say "Do a thing: draw a card" or "Whenever you do a thing, draw a card", and it's a Simic legend that, at least at first glance, doesn't immediately seem to be broken
