Again, some the confusion comes from those chapter abilities taking effect at a specific time, and occasionally containing triggered abilities

White likes civilization and believes society is generally good for everybodyso long as you can follow its rules

However, it is still a fantastic collectors item that few have the privilege of claiming they own in their Yu-Gi-Oh

That said, it is probably narrow enough that its power level wont become a problem and the fact that it needs other cards to make it truly broken should make it just a solid EDH card rather than a real issue
