Obviously, X-spells were great mana sinks, but artifacts with healthy activation costs were also big-time favorites, and Mishras Factory was a potent buy-out for those spots where you needed to Mana Drain but had nothing to use it on, plus nothing on top of your deck
And White Suns Twilight can give you a ton of tokens while also wiping the board
Archon of Sun's Grace is a powerful win condition, so its there
Crucible of Worlds and The Great Henge aren't budget options, but you could take this base list, drop out the most expensive cards and probably get yourself to a fairly budget-friendly deck that would still play pretty well
The spells that reanimate aren't too plentiful, making it harder to achieve your primary goals
