While Aurelia is a legendary creature and can be used as a commander, she only has 313 decks to her name, which isnt a substantial enough number to demand such a premium based on it being a popular commander someone would want to bling out

You could say that Harrow is more comparable to two mana ramp as it only leaves you up one land, but the fact of the matter is that two and three mana are far more different than Cultivate and Harrow
